Despite scrutiny from the Department for Transport, the introduction of street works permit schemes led to each authority implementing schemes differently. This had a negative impact on utilities’ operational efficiency and costs.

What We Did

  • A sustained stakeholder engagement programme with key transport and wider political influencers to highlight the risks / costs of increased inconsistency. 
  • Worked with highway authorities and the Department for Transport to develop standard national conditions for new permit schemes post-development. 
  • Lobbied and supported the Department for Transport to produce regulations to govern the devolvement process. 

The Results

The Department for Transport confirmed that all permit schemes (both existing and future) would be required to comply with the new Traffic Management Permit Scheme (England) (Amendment) Regulations 2015, and to use only the standard national permit conditions, limiting the imposition of onerous conditions and additional costs.
