Mastering the Parliamentary Spotlight: Giving Select Committee Evidence with Confidence

Giving evidence to a parliamentary select committee is like walking onto a live stage with the script constantly changing. It's a high-stakes arena where policy, public opinion, and personal reputation collide.

I have not only prepared numerous clients for this challenging environment but have also personally experienced the unique blend of anticipation and pressure that comes with being in the hot seat.

The Tightrope Walk of Committee Appearances

Very few other situations combine the intense public scrutiny and unpredictable nature of giving evidence to a parliamentary committee. Sessions are streamed live, they become a permanent part of the public record, and crucially the usual rules of engagement often don’t apply.

You might be an expert in your field or a leader in your organisation, but Committee members represent the British public and thus almost always have the upper hand. Questions can feel pointed, off-topic, or even outright rude, but refusing to engage is not an option and the challenge lies in providing thoughtful, constructive responses to every query, no matter how it is presented to you. It is not just your reputation on the line but the reputation of the organisation or business that you represent.

I remember my first committee session vividly. Two thoughts dominated my mind: First, the fear of an accidental "viral moment" – the kind that is turned into memes. Second, the pressure to avoid making headlines for the wrong reasons: stumbling over answers, or getting drawn into unproductive exchanges. The potential for both professional and personal fallout felt very real and palpable.

Preparation: The Cornerstone of Effective Testimony

So, how do you give parliamentary evidence with the right mindset, turning potential anxiety into impactful communication? Comprehensive preparation is not just recommended; it's essential.

Whether you anticipate a welcoming reception or a challenging interrogation, thorough preparation is critical.

  1. Deep Dive into the Committee's Mandate and Remit: Understand the core focus of the inquiry. Analyse written submissions and previous hearings to grasp the context and the prevailing narratives. This context is crucial for shaping your own testimony.
  2. Tune into Committee Dynamics: Research each member's background, interests, and questioning style. Understanding their pet topics and patterns can make a crucial difference. Every committee operates with its own culture.
  3. Consciously Craft your Public Persona: Decide how you want to be perceived. Aim for knowledgeable and approachable, confident but not arrogant. Balance your expertise with humility.
  4. Develop and Refine Core Messages: Define your key arguments and anticipate opposing views. Focus on what you want to convey, while being mindful of potential traps or distractions. Avoid the temptation to lecture; engage in a meaningful dialogue.
  5. Practice!: At the very minimum get somebody to fire questions at you but also consider setting up a mock committee for high stakes sessions. The more you practice, the more adaptable you become to unexpected questions and tangents.
